How does the DTO determine its priorities?

The DTO’s priorities stem from those of DAF Acquisition and Sustainment leadership, including the Commanders of Air Force Materiel Command and Space Systems Command, and the Service Acquisition Executives from the Air and Space Forces. Air Force Materiel Command released a strategic plan in early 2023 highlighting Digital Materiel Management as a top priority. The Air Force Acquisition Executive similarly highlights programs being “born digital” and embracing collaborative cloud-based digital environments as a top priority. Space Systems Command has several digital transformation lines of effort, and the USSF has a vision for a digital service.

How is the DTO team funded? And its various initiatives?
The DTO has received funding from various sources to support enterprise digital transformation activities. These sources include traditional programmed funding in the Air Force budget, commander’s management reserve, Defense Acquisition Workforce Development Account (DAWDA), Small Business Innovative Research (SBIR), CSAF Momentum funds, and more. The DTO has also executed several appropriation markups for high-level Congressional Interest Items.

How can industry and academia get involved in DTO initiatives?

We suggest reviewing our public-facing Digital Guide to familiarize yourself with our priorities and activities. Another helpful resource is the Industry Association Consortium (IAC), an open, collaborative opportunity for the DIB to contribute to the identification and articulation of barriers, and to develop potential solutions associated with the rapid, full-scale adoption of DMM.

What’s on the DTO roadmap for the coming year?

The DTO is currently pursuing several major initiatives, including scaling our LaunchPad tool environment, scaling our partnership with AFIT Digital Integration and Innovation Center of Excellence, delivering improved tactical tools like our web-based Digital Maturity Assessment Process (DMAP) and AI-powered Digital Guide chatbot, and more. How does the DTO interact with other digital-focused teams across the Air Force and other service branches to avoid duplication of efforts and share knowledge?

The DTO leverages a recurring governance and information-sharing forum called the Digital Transformation Coordination Group (DTCG). We also strive to regularly share updates via the DTCG Microsoft Teams channel, the Digital Guide, and other outlets. This allows us to maintain consistent communication with other DMM-enabling teams like the Open Architecture Management Office, Air Force Product Lifecycle Management team, Digital Enterprise Launch Team for Acquisition, Smart IP Cadre, and others. As we work to systematically improve our communication and collaboration across the DAF, stay tuned for a more formalized Digital Transformation Network (DTN) initiative in the coming months.
